HeadWaters Resort & Casino will open a temporary casino to operate during construction of the permanent casino resort. The permanent Hard Rock Bristol will open in July 2024. Hard Rock Bristol opened a temporary casino on July 8, 2022. Hard Rock Hotel & Casino became the first state-licensed casino in Virginia when the Lottery Board awarded an operators license on April 27, 2022. Caesars Virginia is a partnership with the Eastern Band of Cherokee Indians. The permanent casino will open in late 2024.

The casino in Portsmouth will open in early 2023.Ĭaesars Virginia opened an interim casino on May 15, 2023. The casinos in Bristol, Danville and Norfolk will each open in 2024.
